The Planning Institute for Social and Economic Development was established according to the Legislative Decree No. / 5 / dated on January 12, 1966 issued by
the Presidential Council.
The Institute prepares Competent Persons in Planning affairs, Researches, Scientific studies concerning the preparation of Plans of Social and Economic Development and to develop the Planning awareness. 

In order to achieve such Goals, the Institute has the following Tasks:
1-      To organise Training and study courses Turns for Planning affairs and related issues.
2-      To organise Training courses for the Personnel of Ministries, agencies and General Establishments for the implementation and the follow up of National Plans.
3-      To do Research and Studies concerning the Social and Economic Planning affairs
4-      To Publish Research, and to Write and Translation Books and Planning References
5-      To offer the Consultations and text books for preparing the Plans and suggesting the Suitable Policies for their implementation.
6-     To organize Planning Conferences, Debates, Seminars… and to participate
in similar Conferences, Debates, Seminars…which may be held inside and outside country.
7-     To delegate abroad and exchange groups of Students with Arab and Foreign countries for Specialisation studies and Training in Planning affairs according to the current Laws and regulations .
The Institute is directed by a Board of Directors headed by the Minister of Planning, Membership of Nine Members nominated as follows:
1-     Secretary General of the Ministry of Planning.
2-     Five Members nominated by the Prime Minister Office according to the
Suggestion of Minister of Planning.
3-     Head of the University of Damascus or his/her Representative nominated by the University Council.
4-      Dean of the Institute.
5-      Director of the Project.
6-     Deputy Head of the Board of Director is nominated by the Prime Minister according to the suggestion of the  Minister of Planning
